ፑንትላንድና ሶማሌላንድ ከኢትዮጵያ ጋር የመዋሃጃ ሰነድ አቀረቡ

(በጎልጉል የድረገጽ ጋዜጣ) ራሳቸውን ራስ ገዝ አገር አድርገው በማስተዳደር ላይ ያሉት ሶማሌላንድና ፑንትላንድ ከኢትዮጵያ ጋር ውህደት ለመፈጸም የሚያስችላቸውን ሰነድ ለአሜሪካው የውጭ ጉዳይ ሚኒስቴር መ/ቤት (ስቴት ዲፓርትመንት) ማቅረባቸው ተሰማ። ሰነዱ ለእንግሊዝና ለሌሎች የአውሮፓ ሃያል አገራት መቅረቡም ታውቋል። ለጉዳዩ ቅርብ የሆኑ ክፍሎች “እንሰጋለን” ሲሉ የውህደት ጥያቄው ሊተገበር የሚገባው እንዳልሆነ አመልክተዋል

ከኢትዮጵያ ጋር ለመዋሃድ ጥያቄ ያቀረቡት ሁለቱ የሶማሌ ጠቅላይ ግዛቶች የተጠቀሰውን ሰነድ ማቅረባቸውን የተናገሩት የጎልጉልምንጮች፣ የሰነዱን ዝርዝርና ውህደቱ በምን መልኩ ሊከናወን እንደሚችል ዝርዝር መረጃ ለጊዜው ከመስጠት ተቆጥበዋል።

ፑንትላንድና ሶማሌላንድ ራሳቸውን ከተበጠበጠችው እናት አገራቸው ነጥለው አገር ማስተዳደር ከጀመሩ ዓመታት ቢያስቆጥሩም እስካሁን ድረስ በአገርነት እውቅና አላገኙም። በዚህ መነሻ ይሁን በሌላ፣ ሁለቱ የሶማሌ ጠቅላይ ግዛቶች ኢትዮጵያን እናት አገራቸው ሆና እንድታስተዳድራቸው ሰነድ አዘጋጅተው ከማቅረባቸው በፊት ከኢህአዴግ ጋር ረዘም ላለ ጊዜ ሲመክሩ ቆይተዋል።

“ባለራዕዩና ወደር የሌለው የኢትዮጵያ ልጅ” እየተባሉ የሚጠሩት ሟቹ ጠ/ሚ/ር በህይወት እያሉ የተጀመረው ይህ የውህደት ጥያቄ ተግባራዊ ሊሆን ስለሚችልበት፣ ስለሚያስገኘው ጥቅምና ጉዳት አስተያየት እንዲሰጡ የተጠየቁ ዲፕሎማት “እኔም ሆንኩ ሌሎች ስጋት አለን” ይላሉ። ሲያስረዱም “ወደብ እናገኛለን። ቆዳችን ይሰፋል። ነገር ግን ችግሩ ደግሞ ከዚህ ሁሉ የከፋ ነው” ብለዋል።

mapችግሮቹን መዘርዘር ምን አልባትም በአገር ቤት የተለያዩ የእምነት ተቋማትና ምዕመናን ዘንድ ቅሬታ ሊያስነሳ እንደሚችል ያመለከቱት ዲፕሎማት ኢህአዴግ እጁን ሰብስቦ ሊቀመጥ እንደሚገባ መክረዋል። በሶማሊያ አካባቢ ካለው የአክራሪ ሃይላት መስፋፋት ጋር በተያያዘ ለደህንነት ሲባል ሃያላን አገሮች ጥያቄውን ሊደግፉት እንደሚችሉ ያመለከቱት አስተያየት ሰጪ “ውህደቱ በግፊትና በድጎማ ስም ተግባራዊ ይሁን እንኳን ቢባል ቅድሚያ የኢትዮጵያ ህዝብ በይፋ ደምጽ ሊሰጥበት ይገባል፣ ከፍተኛ የእምነት ቁጥር አለመመጣጠን ያስከትላል” የሚል ጥቅል ሃሳብ ሰንዝረዋል።

ኢህአዴግ በቀድሞ መሪው አማካይነት የሶማሌ ወደቦችን አማራጭ አድርጎ የመጠቀም ስትራቴጂ እንዳለው በተደጋጋሚ ሲገለጽ ነበር። ለዚሁ ተግባራዊነት መጨረሻው በይፋ ባይታወቅም በኢትዮጵያ ወጪ ወደቡ ድረስ ዘልቆ የሚገባ የመኪና መንገድ ግንባታ ተጀምሮ አንደነበር የሚታወስ ነው። በተለይ የፑንትላንድ ፓርላማ ሰዎች በተደጋጋሚ አዲስ አበባ ይመላለሱ አንደነበርም አይዘነጋም።

የህወሃት ሰዎች የወደብ ጉዳይ ካሳሰባቸው የኢትዮጵያ ንብረት የሆነውን የአሰብን የባህር በር ወደ ቀድሞው መንበሩ የመመለስ ስራ አጠንክረው መስራት የሚያስችላቸው ሰፊ የህግና የመብት አግባብ ስለመኖሩ የተናገሩት ዲፕሎማት “ሶማሌ አሁን ችግር ውስጥ ብትሆንም ህጋዊ ክልሎቿን ለመጠቅለል መስማማት የአንድን አገር ሉአላዊነት የመዳፈር ያህል በመሆኑ ጊዜ ጠብቆ ዋጋ ያስከፍላል። የህግ ድጋፍም የለውም፤ በፌዴሬሽን ለመቀላቀልም ቢሆን የሚያስችል አግባብ የለም” ብለዋል

በቅርቡ ለመጠጥ ውሃ ፕሮጀክት “ፓርላማው” ሳያውቅ ከኢትዮጵያ ተቆርጦ የተሰጠውን መሬት አስመልክቶ ለተፈጠረው ቅሬታ መልስ የሰጡት የውጪ ጉዳይ ሚኒስትር ቃል አቀባይ ዲና ሙፍቲ “ከጅቡቲ ጋር የሚፈጸመው ውህደት አንዱ አካል ነው” በማለት የመሬቱን አላግባብ መሰጠት ማስተባበላቸው የሚታወስ ነው። ሪፖርተር ቃል አቀባዩን ጠቅሶ በወቅቱ እንደጠቆመው ኢህአዴግ ለጅቡቲ ያቀረበው የመሬት ግብር /ስጦታ/ በሂደት “ለመጠቃለል” የሚያስችል ውለታ ተደርጎ የሚቆጠር መሆኑን ነው። ኢትዮጵያ በራሷ ወጪ በጅቡቲ ወደብ ላይ የወደብ ኮሪዶር ለመስራት ከስምምነት መድረሷንም አስቀድሞ በቃል አቀባዩ አማካይነት መገለጹ አይዘነጋም። ይህንን የሚያስታውሱ የቀደመው ወደብ የመገንባት ውል እያለ ባቋራጭ “የውህደት ሃሳብ እንዴት ተሰነቀረ?” ሲሉ ይጠይቃሉ።

በተመሳሳይ ፑንትላንድና ሶማሌላንድ ከኢትዮጵያ ጋር ለመዋሃድ ፍላጎት ቢኖራቸውም በተግባር ሊውል የማይችል ቅዠት እንደሆነ አስተያየት ሰጪዎች አመልክተዋል። ሁለቱ ክፍለ ሃገሮች የኢትዮጵያ አካል ከሆኑ በኋላ በአንቀጽ 39 ንዑስ ቁጥር 1 መሠረት “የራሳቸውን ዕድል በራሳቸው የመወሰን እስከ መገንጠል ድረስ ያለው ያልተገደበ መብት” መሰረት በማድረግ ዳግም የመገንጠል ጥያቄ በማቅረብ ኢህአዴግ አስቀድሞ እውቅና እንዲሰጣቸውና አንደ ኤርትራ ውለታ እንዲሰራላቸው ተመኝተው ሊሆን አንደሚችል የሸረደዱም አሉ።

We call on all Ethiopians and democratic forces worldwide to urgently focus on the most important task of the moment, that of saving Ato Andargachew. The single purpose of the first phase of our global campaign should be very clear to all concerned. The worldwide campaign aims to put all the pressure on the Government of Yemen to secure the unconditional release of Ato Andargachew Tsege immediately.

We urge all Ethiopians around the world to focus on this single task. Call, email, and fax to the nearest Yemen Embassy or consulate wherever you may reside. We also urge everyone to call and speak politely but firmly. Our message should be very clear.

We are writing to express our grave concerns regarding the unlawful and unwarranted detention of Andargachew Tsege, Secretary General of Ginbot 7 Movement for Justice, Freedom and Democracy while in transit at Sanaa International Airport on June 23, 2014.

We are particularly concerned that the continued illegal detention of Mr. Tsege, a renowned critic of the Ethiopian government is politically motivated and against international law. Mr. Tsege who holds British citizenship was travelling with a UK passport at the time of his detention. He is being held incommunicado with no explanation forthcoming from Yemeni authorities for his illegal detention.

We urge the Government of Yemen to release him immediately and unconditionally.

Mr. Tsege, a well-known pro-democracy and human rights activist in his ancestral homeland, Ethiopia, presents no threat to Yemen or to the Yemeni authorities.

Mr. Tsege was imprisoned in Ethiopia for his political activities during the ill-fated election of 2005 and has escaped assassination attempts by the dictatorship whose brutality, is well documented by international human rights groups and the United States State Department. He has been convicted and sentenced to death in absentia by the tyrannical regime in Ethiopia.

It is now universally recognized that the Ethiopian regime subjects political opposition, human rights defenders, journalists and critics of the government in general, to persecution including threats, intimidation, arbitrary arrests and detentions, politically motivated trials, enforced disappearances and extra-judicial killings.

It’s unconscionable that the Government of Yemen would hand Mr. Tsege over summarily to the security forces of the Ethiopian regime whose persecution of its critics at home and abroad is well documented.

The principle of non-refoulement is well established in customary international law, prohibiting states, in this case Yemen, from extraditing Mr. Tsege to Ethiopia where he will certainly face torture and even death by the brutal regime in Ethiopia.

We respectfully urge the Government of Yemen:

*To respect its solemn obligations under international law and release Mr Tsege immediately and unconditionally;

*To immediately inform his family and loved ones of his whereabouts

* To allow ICRC representatives to visit him wherever he is being held

* To stop any illegal renditions the regime in Ethiopia may have requested.

We trust that Yemeni authorities would not engage in any harmful acts that would endanger the well-being, safety and security of Mr. Tsege.

ትላንት ነው አስደንጋጭ ዜና የሰማሁት፡፡ ስለ አቶ አንዳርጋቸው ጽጌ በየመን መታሰር፡፡ ከምር በጣም ደንግጫለሁ፡፡ የመን ያለውን ሁኔታ ስለምኖርበት በደንብ አውቀዋለሁ፡፡ የመን አሁን ያሉም በፊት የኖሩም በትክክል ያውቁታል፡፡ ድንጋጤዬን እንደያዝኩ በተለያየ ሀሳብ እና መላምት ስታትር፣ ነግቶ የት እንዳለ ለመፈለግ የት የት ሄጄ መፈለግ እንዳለብኝ ውስጤ በእቅድ ስነድፍ ቆየሁ፡፡ እቅዴ ተወስኖ ሳያልቅ ከተለያየ አቅጣጫ የሚያውቁኝ ጉዳዩ ያሳሰባቸው ሰዎች ተንቀሳቃሽ ስልኬ(ሞባይሌ) ላይ እየደወሉ ስለሁኔታው ይጠይቁኛል፡፡ የማውቀው እንደሌለ እና ምን ማድረግ እንደምችል ግራ እንደገባኝ ከመንገር ውጭ መልስ አጣሁ፡፡ ከተለያዩ መገናኛ ብዙሀን ለሚደወልልኝም መልስ አጠረኝ፡፡ ሌሊቱ እስኪጋመስ ድንጋጤዬ አለቀቀኝም፡፡ የድንጋጤዬ መንስኤ ሶስት ነገር ነበር፡፡

Yemen detained Ethiopian Opposition Ginbot 7 Secretary Andargachew Tsige

Second-in-command of Ginbot 7 (designated as terrorist group by Ethiopian government), is in detention in Yemen. The group threatened to retaliate “in any way and at any place”.

Ginbot-7 has been described as a group aiming at a violent regime-change in Ethiopia by the US state department. It is designated as terrorist by Addis Ababa and the regional inter-governmental body, IGAD.

Andargachew Tsegie, second-in-command of the organization, is in detention in Yemen, according to the statement on the organization’s official website.

Yemeni security officials detained Andaregachew Tsegie on Monday June 23 when his flight arrived at Sana’a international airport on transit.

 

It was not immediately clear where Andargachew Tsegie was heading.

The group’s statement indicated that Andargachew Tsigie was travelling by Yemenia Airways, but didn’t disclose the origin or destination of the flight.

In a recording of Ginbot 7′s internal meeting, leaked last June 2013, the group’s leader Berhanu Nega was heard speaking of a half a million US dollar financial aid he received from the Eritrean government.

Some speculate that the source of that money was Qatar, which is one of the few remaining allies of the Eritrean regime and also infamous for financing spoilers in the mid-east and Africa.

And, that Andargachew Tsigie might have been en route from Asmara, the Eritrean capital, to Doha, Qatar. However, others dismissed it, citing the recent rapprochement between Addis Ababa and Doha.

It is not clear whether Ethiopia and Yemen have an extradition treaty.

However, the two nations signed, last May, “a number of agreements and protocols of bilateral cooperation in trade, investment, higher education and standards and specifications”, according to media reports. The event was taken as a signal of a resumption of the long-standing bonds established by Ethiopia’s late Prime Minister Meles Zenawi and Yemeni former President Salah.

Yemeni officials also hope to import electricity from Ethiopia.

Ginbot 7 disclosed that its week-long effort to get Andargachew Tsegie released bore no fruit.

The group’s statement also threatened that there will be consequences if Yemen extradites Andargchew Tsegie to Ethiopia.

The group said: “We will retaliate in any way and at anyplace for any harm on the body, sprit and life of Andargachew Tsigie”.
